«He who sings prays twice.»

Verdict

Elle ne figure pas dans l'œuvre de Augustine of Hippo

The proverbial form ('qui cantat, bis orat') is not found in his works. It is usually linked to Enarrationes in Psalmos 72.1, where Augustine says that whoever sings praise not only praises but praises joyfully, and to his reflection on singing in Confessions X.33.49–50; the abbreviated formula is later.
